To the TNS Executive Committee and others:
Here is a new draft of a DMP:
1. The first order of business for each newly-elected
Executive Committee shall be to elect a Chairman by
majority vote. No other action may be taken by the
Executive Committee until this has been accomplished.
2. Any member of TNS may make a proposal for action
by the society at any time, mailing it to a member or
members of the Executive Committee. Any member of
the Committee may place his or her own proposals and
those received from TNS members outside the Committee
on the Committee's agenda to be voted on.
3. Each proposal on the agenda shall be voted on by the
Committee one month after it is submitted (postmark date
to postmark date). Any member of the Committee may
delay formal passage of the proposal for one additional
month unless seven members call for its immediate
adoption (five if the constitution draft I have proposed,
calling for a seven-member Executive Committee, is
adopted).
4. The Chairman may consolidate contradictory proposals
for a single vote of the Committee. If the Chairman takes
this option, the deadline for voting is one month after the
alternative proposal. Further alternatives do not extend the
deadline, though they may also be incorporated by the
Chairman into a vote among the alternatives submitted.
5. Votes shall be mailed or telephoned to the Chairman,
who shall tabulate them one week after the ballot postmark
deadline and immediately notify all members of the
Committee of passage or failure of each proposal and of
each vote cast; the Chairman shall also prepare a statement
to the membership of TNS not less often than once every
two months including all proposals voted on with all votes
cast. The Editor of Vidya shall publish the Chairman's
voting summaries in the next available issue.
6. A proposal to remove the Chairman may be made and
placed on the agenda at any time. The deadline for voting
on removal is one month after the postmark date of the
proposal; votes shall be sent to the Ombudsman, who will
announce the result and each vote cast; the Ombudsman's
vote summary shall be published in Vidya. The Chairman
must receive five votes (four under my constitution draft)
to remain in office.
